Shriek

Shriev was a brilliant sound engineer whose passion was inventing amazing but impractical inventions. When Derek Powers wishes payment for helping Shriev's company out financially, Shriev turns to his inventions, including a powerful sound suit that emits sound waves that can destroy anything in their path. His job: kill Bruce Wayne. His first attempt is unsuccessful, leading to his identity being discovered and him taking on a new persona as Shriek. His priorities change to taking down Batman, and the battle leaves him ironically deaf.

Shriek has no parallel to any specific previous Batman villian, but carries on the tradition of villians with some silly theme that serves as thier personality, and no real motive for thier crimes. There is nothing wrong with such characters, as long as they are kept to a minimum. While Shriek's powers are interesting, he really has no desinctive qualities that set him apart from so many of the supervillans of the past. Perhaps in later apperaences, his persona will be more built upon.
