Spellbinder

Ira Billings was a psychologist who worked at Hamiliton High School. Angry at his work and the world, Billings remade himself into a costumed villan known as Spellbinder. Using his psychological knowlege and technology that would allow him to thrust his victims into fantasy world where they would unwittingly do his bidding, Spellbinder planned to pick the city clean, using the kids he was supposed to be helping to find out where the wealth lay. Even Batman was subject to his illusions, and only his link to Bruce alowwed him to see past them and defeat Billings.

Spellbinder is very reminicent of both the the Mad Hatter and the Scarecrow. He uses mind control and psychology to accomplish his crimes. His crimes could prove to bring about some of the best Batman Beyond episodes. One is reminded of Perchance To Dream and Over The Edge. Though one has to wonder why so much crimminal activity seems to originate from Hamilton High.
